You may only enter the Quest if another, unknown requirement is met
Method:
Go to VIP and walk north-west to the teleporters. Take the stairs to the top floor and head to the north to enter the quest here:
and you will get teleported to the beginning of the quest.
head to the south and go down the hole, where you will have to fight several betrayer of wraiths, Undead Prophet and Undead Sorceress .
Follow the road to the south east then south west, until you eventaully end up here:
Go down the stairs and enter the teleporter to the south. Here you will have to simply follow the long while having to fight alot of grim reapers, Undead Prophet and Undead Sorceress, as well as a few Bosses, such as Infernatil and Bazir until you eventually reach another door.
Go past it and head to the north, you will be confronted with alot of Grim Reapers, aswell as the finally Boss: Death - which has to be slain in order to claim the reward chest.
